2009 EMI Gram: 821 - Course: National Incident Management System (NIMS) Incident Command System (ICS) All-Hazards Position Specific Class Offerings

Release Date: 12/10/2009

First version of All-Hazards Instructors List published and distributed

The first version of the list of approved All-Hazards Position Specific instructors has been published and distributed to all Regional Training Managers (RTM’s) and State Training Officers (STO’s). The list includes both those personnel who have completed course train-the-trainers to date, as well as those personnel who were vetted by the various states under the ‘Historical Recognition’ Program.

For proper course continuity and to insure credit for the class, localities desiring to conduct All-Hazards classes should insure that the instructors utilized are selected from this and subsequent lists. To assist with this, an ‘All-Hazards Class Request Form’ has also been developed and distributed to all RTM’s and STO’s. Localities desiring to host classes should complete the form and route it to their STO, who will in turn schedule the offering as an ‘official’ class with Emergency Management Institute (EMI).

Instructor Removal Process to be developed – assistance needed

Based upon input from a number of RTM’s and STO’s, the current All-Hazards Position Specific Instructor Requirements document will be modified to include a process for the removal of instructors from the ‘qualified’ list. Removal of an instructor from the list may be necessary for several reasons including: death or disability, incompetence, legal problems, and/or other

issues. Ms. Anne Griffin, RTM in Region VIII, has graciously offered to head up the development of a process for removing instructors when necessary. All RTM’s, STO’s, and others interested in serving on a Task Group for the development of this process should contact either Ms. Griffin at: anne.griffin@fema.gov , or Course Manager Robert Ridgeway at: Robert.ridgeway@dhs.gov.
