Course Description:

This course outlines a methodology to determine the risk factor of a building’s critical functions and infrastructure against various terrorist threats and highlights applicable protective measures. The course considers Explosive Blast; Chemical, Biological, Radiological attacks and identifies protective measures for site and building design and layout. Guidance on electronic security systems is also provided.

Course Goal:

At the end of this course, students will be able to:

  1. Course covers the content of FEMA 426, Reference Manual to Mitigate Potential Terrorist Attacks Against Buildings, and FEMA 452, FEMA: A How-To Guide to Mitigate Potential Terrorist Attacks combining best practices among Federal agency publications for engineers and architects and other design professionals.
  2. Understand the design approaches to mitigate man-made hazards that have the greatest applicability and benefit for specific threats.
  3. Train other COOP stakeholders to include program managers and facility/security offices.
  4. Training includes a train-the-trainer module to equip participants to teach this course to others.

Prerequisite:

None.

Course Length:

3 full days. Travel days are Monday and Friday.

Target Audience:

This course is designed for Federal government employees responsible for managing a COOP program.

Continuing Education Units:

EMI awards 2.1 CEUs for completion of this course.

National Emergency Training Center (NETC), Emergency Management Institute (EMI), Emmitsburg, Maryland.

Complete a FEMA Form 75-5, General Admissions Application with student signature and signature of supervisor or sponsoring agency official.
