Course Description:

The training will prepare experienced emergency managers to serve as on-site assessors as part of the accreditation process. Training is open to experienced emergency managers who meet the assessor qualifications below. The training will cover EMAP standards, assessment procedures, and assessor responsibilities, and will conclude with an assessor examination. For more information please refer to:

Course Goal :

Because the expertise and judgment of assessors will strongly affect the credibility and success of the accreditation program, EMAP seeks to develop a cadre of highly qualified emergency managers to handle this function on a rotating basis.

Assessors must have the following qualifications, at a minimum:

1. Five years of experience in an emergency management position in state or local government emergency management;

2. Experience in at least one actual emergency in which the emergency plan was implemented and participation in an activated emergency operation center – requiring implementation of operation response procedures;

3.Participated in at least one emergency operation, training or exercise event in the last calendar year;

4. Be knowledgeable and up-to-date about the principles of comprehensive emergency management;

5. Must abide by the EMAP’s Code of Conduct;

6. Must be available for at least one assessment each year; and

7. Have no conflict of interest as regards to any aspect of EMAP that might prevent objective review and assessment of a candidate program. Must be able and willing to serve as a neutral observer.

Course Length: 2 days

Target Audience:

Emergency management personnel from State, Tribal, territorial, county and city emergency management programs.

Location:

National Emergency Training Center (NETC), Emergency Management Institute (EMI), Emmitsburg, Maryland.

To Apply:

Complete a FEMA Form 75-5, General Admissions Application with student signature and signature of supervisor or sponsoring agency official and submit through the State emergency management training office who will fax it to the NETC Admissions Office at (301) 447-1658. Tribal representatives can submit directly to NETC Admission Office. To obtain a Form 75-5 and for further information, please refer to the EMI website at http://training.fema.gov/EMIWeb/apply.

All applications must be received in the NETC Admission Office no later than 30 days prio to the course.

Alternates, substitutions, or cancellations for this course require notification to the Admission Office at NETC.

Additional Information:

Rooms are available on campus for participants. Stipends for airfare will be paid for all State, local and Tribal participants staying on campus. Rental cars are not authorized. NETC transportation will be provided from Baltimore-Washington International (BWI) Airport only. Details will be provided in your acceptance packet.
