Course Goal: The B461 (HERT/MCI) Train-the-Trainer course is designed to provide guidance to hospitals, EMS, and health care facilities staff and citizens who may become involved in a mass casualty incident as a result of a hazardous materials incident or weapon of mass destruction event. Unlike many courses of this nature, the HERT/MCI expands on an incident management system for hospitals during a response, chemical protective clothing and equipment requirements and presents guidance for hospital emergency response team design, development and training. This course prepares students to conduct safe and effective emergency responses during Mass Casualty Incidents. This is a hands-on course; participants must be physically and psychologically fit to wear chemical protective clothing and equipment during the training.
Selection Criteria: This is a train-the-trainer course to be conducted by EMI at the Noble Training Center (NTC) in Anniston, AL. This 4 day course focuses on the hospital’s role outside of the emergency department. Hospital administrators, doctors, nurses, physicians, security personnel and other hospital staff who would make up or manage their hospital response activities should attend this course. The course will provide hospitals and health care facilities with the information and skills they need to go back to their facilities to train and develop their own HERTs. The HERT/MCI course could be presented as a stand-alone program without the hands-on exercises and the emergency response simulation in a 2 ½ day, or 3 day format.
Funding Mechanisms: Beginning in FY07, DHS/FEMA will provide the following at no cost to eligible applicants accepted in each course:
- Lodging in one of the NTC dormitories
- Bus transportation to and from the Atlanta Airport and NTC
Course participants will be responsible for:
- Travel costs to the Atlanta airport and return to their home destination if travel is by air carrier (airfare reimbursement is no longer permitted). NTC provides bus transportation between the Atlanta airport and NTC.
- Travel costs to the NTC and return to their home destination if transportation is by POV (mileage reimbursement is no longer permitted)
- Cost of food while attending the course at NTC (meal ticket purchase is mandatory at $115.00 for the week of training)
Applicants may want to explore funding sources, if needed, to pay for their transportation and food costs to this course which focuses on bioterrorism preparedness and response and chemical, biological, radiological, nuclear and explosives in terrorism. These items may be eligible costs under grants from the Healthcare Resource and Services Administration, (HRSA) the Centers for Disease Control and Prevention, (CDC) or the Office of Domestic Preparedness (ODP), made to States and local communities. The HERT/MCI Train-the-Trainer, B461 course is on the ODP’s State and local Government Coordination and Preparedness Eligible Federal Terrorism Training courses list. FEMA cannot guarantee funding eligibility because of the grant(s) that hospitals and/or local communities may have already received for training from these agencies.
How to Enroll: NETC has two open enrollment periods for resident programs at EMI and the NTC. To enroll, complete a FEMA Form 75-5 General Admissions Application Form, and mail the form to the NETC address on the back side of the form. Prerequisites: Participants are required to complete two prerequisite courses before applying for acceptance into this program course: one incident command system (ICS) course in incident and, one hazardous materials responder course at the Awareness or Operations level.

or “Hospital Incident Command Systems (HICS)” http://www.emsa.ca.gov
or an equivalent Basic ICS course
Suggested Hazmat courses:
EMI’s IS-346, “An Orientation to Hazardous Materials for Medical Personnel”
or any hazmat or WMD training at the Awareness or Operations levels under 29 CFR 1910.120 (q) (i) & (ii), for example, from the DHS Office of Grants and Training http://www.ojp.usdoj.gov/odp/training_catalog.htm can be used as a substitute for the IS-346 or IS-5A.
