Emergency Management Professional Program (EMPP)

The Emergency Management Professional Program (EMPP) will strengthen training for professionals in the emergency management field. The goal is to ensure that training supports professionals in developing core competencies necessary to fulfill their responsibilities in mitigating outcomes, preparing for, responding to, and recovering from disasters. EMPP is intended to provide: foundational knowledge and skills for entry into the field; requisite skills to practicing professionals within specific programs or operational areas; knowledge and skills for mid-level professionals; and strategic leadership and critical thinking for senior leaders and policy makers involved with national and international events and policy.

Two Components

  1. National Emergency Management Academies


    National Emergency
    Management Academy
    Focus: Foundational knowledge and skills
    National Emergency Management
    Leaders Academy
    Focus: Multi-Agency Coordination in EOC and JFO; Specializing in Protection, Prevention, Mitigation, Response, and Recovery Areas
    National Emergency Management
    Executive Academy
    Focus: Strategic Leadership and Critical Thinking
  2. Specialized and Technical Training Programs

    Specialized and Technical Training Programs that address key functional areas of emergency management will and may consist of Basic, Intermediate and Advanced level courses that can culminate in a certificate for completion of specialty training.

    Additional Specialized and Technical Training will be grouped in Common Areas such as:
    • Hazus/GIS
    • Training
    • Planning
    • COOP
    • Exercises
    • Risk Analysis/Reduction
    • Public Information
    • Tribal
    • Academic Institutions
