E682 – Emergency Management in the 21st Century
Course Overview
The Emergency Management Institute (EMI), partnering with the Center of Homeland Defense and Security (CHDS) at the Naval Postgraduate School (NPS), will deliver E682, Emergency Management in the 21st Century. This course provides the emergency management leader with historical, social, economic, legal, and ethical perspectives that shape policy and decision-making. Participants have the opportunity to explore and analyze technical and operational issues of the Homeland Security enterprise in order to create an understanding of the link between policy and action and vice versa. Participants further develop critical thinking skills and novel problem-solving techniques when dealing with the complexity and pressures that are associated with emergency management executive-level decision making.
Selection Criteria
Formal acceptance into the National Emergency Management Executive Academy will include participants selected from State, local, Tribal Nations, Trust territories, Federal Agencies, Urban Area Security Initiative (UASI), higher education institutions, and recognized leaders in emergency management, related private industries, and voluntary organizations.
This course is designed for key executive positions at the national, State, regional, tribal, territorial, or major urban area levels. Ideal candidates will serve on major commissions and task forces or be responsible for making decisions that have a significant effect on national policy. The audience may include, but is not limited to:
- Emergency management and homeland security directors or advisors;
- High-ranking administrators;
- Presidents or chairs of major professional organizations;
- Federal department heads of offices of emergency management or homeland security;
- Chiefs or directors of voluntary agencies or organizations; and
- Private sector executives leading major emergency management offices.
Prerequisites
Required—Participants must have completed the first three sessions (E680, E682, and E684) of the Executive Academy before applying for E686.
