The National Emergency Management Executive Academy
The Emergency Management Institute (EMI), in collaboration with prominent programs at higher education institutions, has created the National Emergency Management Executive Academy, to produce a comprehensive and cutting-edge curriculum that supports the advancement of the emergency management profession at strategic and policy levels, and its executive leadership.
This program is designed for current and future emergency management executives in State, local, tribal, territorial, and Federal government agencies; non-profit voluntary organizations; and the private sector. The Executive Academy instills current and future emergency management leaders with a deeper understanding of contemporary and emerging emergency management issues, debates, and public policy. It provides insights, theories, tools, and resources that enable decision-makers to think and act more strategically and to build capacity to protect against, prepare for, respond to, recover from, and mitigate all types of disasters. The Executive Academy provides the opportunity to work collaboratively, share smart practices, and participate in exercises with other senior leaders facing similar challenges.
Target Audience
Formal acceptance into the National Emergency Management Executive Academy will include participants from State, local, Tribal Nations, Trust territories, Federal Agencies, Urban Area Security Initiative (UASI), higher education institutions, recognized leaders in emergency management, related private industries, and voluntary organizations.
This course is designed for current and emerging executives at the national, State, regional, tribal, territorial, or major urban area levels. Ideal candidates will serve on major commissions and task forces or be responsible for making decisions that have a significant effect on national policy, or the management of disaster response and recovery activities. The audience may include, but is not limited to:
- Emergency management and homeland security directors or advisors;
- High-ranking administrators;
- Presidents or chairs of major professional organizations;
- Federal department heads of offices of emergency management or homeland security;
- Chiefs or directors of voluntary agencies or organizations; and
- Private sector executives leading major emergency management offices.
EMI will select up to 40 emergency management executives to participate in the Executive Academy per year. They will reflect the Whole Community concept.
Classroom Course Requirements
The Executive Academy consists of four classroom courses, periodic webinars, reading, and case studies, and will culminate with an exercise-based course.

- E686, Putting Emergency Management Executive Knowledge and Skills into Practice 4 days (32 hours) Partner organization – Texas Engineering and Extension Service – National Emergency Response and Rescue Training Center
Prerequisites
Participants must have completed the first three sessions (E680, E682, and E684) of the National Emergency Management Executive Academy before applying for E686.
