How To Apply

The Emergency Management Institute (EMI) staff appreciates your interest in potentially serving as a Contract Instructor for our courses.

Course Criteria for Instructor Selection

Prior to bidding on a course, you must ensure that you meet the Contract Instructor Criteria for the course that you would like to instruct. Please review the minimum qualifications for each course using the link below.

Submit Your Resume

To begin the bidding process, you must submit a resume and any other supporting documentation to demonstrate that you meet the Contract Instructor Criteria for each course for which you wish to be considered.

Each time you submit a packet to be considered for courses you wish to be an instructor for, you must submit a single resume accompanied by cover letters for each of the courses that you would like to bid on. You may use the cover letter template below:

Upon receipt of your application and the determination of your background suitability, it will be reviewed by the appropriate EMI Training Specialist who will notify you in writing of its status within 45 working days of receipt.

Qualified Instructors

If it is determined that you meet the qualifications for a given course, your name will be added to the contract instructor source listing and you will be notified by the course manager that you are qualified and you may bid in the next open bid submission period.

You may notice that not all resident courses are listed because selected courses may be undergoing revision, or instructors were previously recruited through national announcements and have successfully attended the required in-service training program. Additionally, instructors may be from within the federal workforce and no outside contract support is required.

Conflict of Interest

If your State or local governmental agency is funded through THE FEDERAL GOVERNMENT and you receive pay directly or indirectly from FEDERAL GOVERNMENT grant funding you may not contract for a fee, but must contract for expenses only unless you are on UNPAID leave OR LEAVE WITHOUT PAY STATUS. If you are a FEMA Disaster Assistance Employee you may not contract with FEMA to instruct.
