MGT-418 Readiness: Training Identification and Preparedness Planning
This course teaches participants how to create effective training plans for their agencies and jurisdictions.
The Training Management Certificate provides managers assigned to supervise and coordinate training programs and activities the practical knowledge and skills in project and program management as they apply to training programs. A certificate of completion for the Training Management Certificate will be awarded upon completion of required courses and research paper.
Application Requirements: Prospective participants in this certificate program should submit an application letter requesting enrollment in the program to NETC Admissions, 16825 S. Seton Ave. Emmitsburg, MD, 21727. The enrollment request should include either a completion certificate for the Master Trainer Program Instructor Certificate or Instructional Design Certificate, or a resume that outlines a minimum of 5-6 years experience as an instructor or curriculum developer. Additionally, please include a completed General Admission Application, FEMA Form 119-25-1, for each resident course required by the certificate. This form is available online at http://training.fema.gov/Apply/. Online courses may be completed via the EMI Independent Study Program located at http://training.fema.gov/IS/crslist.asp.
NOTE: The E616 and E617 courses are scheduled sequentially over a two-week period. Students are expected to request enrollment for both courses and complete them as scheduled in residence for two weeks.

Required Research Paper for Certificate Completion:
Each participant in the certificate program will be required to complete a research-to-application paper regarding an observed training management issue within their organization. This paper will describe the issue to be researched, results of a literature review, the research model used in collecting data, the results of analysis of data, and recommendations to resolve the identified issue.

It addresses the decision-making process, decision-making styles, attributes of an effective decision maker, and ethical decision making and problem solving.
Research in Training and Education (IS-619)
Available online from EMI's Independent Study program (http://training.fema.gov/IS/crslist.asp), this course provides an overview of the process in conducting research in training and education and documenting the analysis of the research in a paper. Topics in the course include the development of an issue or problem statement to be researched, process to conduct a literature review, types of research and data collection models, and formats for research papers.

This course discusses the essential elements of training program management, including program life-cycle requirements, financial requirements, managing training facilities, management of instructors, instructional technology, and other factors that support a quality training program.

Prerequisites Required: Completion of the Master Trainer Program Instructor Certificate or Instructional Design Certificate OR 5-6 years experience as an instructor or curriculum developer.

Training Project Management (E617)
Key topics for this course support the management of development and acquisition projects for training programs, including course development, development and acquisition of supporting technology, and other projects. Emphasis is placed on use of project management knowledge, skills, and materials to successfully complete a project in an efficient manner.
